Trump's Progressive Alarm Misses Europe's Real Danger: Technological Stagnation.

The recent US national security strategy offers a misguided view of the European Union. It claims that open-border policies and what it terms "woke" agendas represent an existential threat to European civilization. However, this perspective is based on a fundamental misinterpretation of the reality. The actual challenge confronting Europe is not societal but economic and technological backwardness.

A Glaring Growth Divide Separating Europe and the US

Statistics paint a sobering picture. Between 2008 and 2023, US GDP surged by eighty-seven percent, compared to a paltry thirteen and a half percent increase for the European Union. Over this time, EU GDP per capita dropped from over three-quarters to just 50% of the US level. Remarkably, even the poorest US state now boasts a greater average income than several leading European economies like France and Italy.

Currently, roughly 50% of the world’s top fifty technology firms are US-based, while only four are from Europe.

The Technological Deficit: A Critical Problem

The growing economic gap stems from stronger efficiency gains in the US, fueled by technological innovation and higher total factor productivity. The landscape of global tech leadership is overwhelmingly American. In the last fifty years, 241 US firms have scaled into companies valued at more than $10bn, compared with only fourteen in the European continent.

This disparity prompts a vital issue: As the competition for future industries like semiconductors, AI, and quantum computing, what is the EU positioned? Experts widely agree it is essentially a contest between two involving the US and China, with Europe entering at a clear disadvantage.

Underlying Factors of the Continent's Technological Lag

A number of major factors explain this innovation chasm.

  • Financing Ecosystem: The US boasts a much more robust and agile system for funding startups. Europe has yet to establish a genuine capital markets union, a factor that limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Complex and divided rules hinder European business. A US startup can launch a product under a single regulatory framework to access a consumer base of hundreds of millions. The EU, despite a larger population, is divided among twenty-seven different national regimes, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, a startup's collapse was historically met with penalties, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has eroded its ability in breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these hurdles, there are causes for optimism. European leaders are growing more conscious of the existential challenge and have started to advance substantial change. Key reports on EU competitiveness and the single market point to the necessity of major changes.

With the right incentives and rule changes, Europe's strengths might enable far greater degrees of commercial innovation.

Europe retains considerable advantages: skilled workforce, top-tier education systems, and premier labs. Coupled with a large internal market and substantial household savings, these foundations could trigger a new wave of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in creating cutting-edge technologies, it can still dramatically increase economic output by implementing and tailoring advancements from elsewhere.

A Critical Juncture

The European Union now faces a decisive crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". To date, the continent's technological decline has been gradual. However, if it fails to take decisive action to tackle its deep-seated problems, today's slow erosion could give way to a sudden and irreversible decline in world influence.
